1954 Germany had no hope in hell beating Hungary. Rain fell and it became a completely different ball game. A scrap fest which brought Germany into the game.
Here's a more recent example:
Germany nearly lost to Argentina in the final in 2014 despite being the better team all tournament. Say for arguments sake Higuains goal was given through ref blunder. Different game completely and one I'm not sure Germany would have found an answer for.
In knockout situations luck does play a big part. This is why leagues are better as the better team proves itself over 38 games. They may have off days etc but it's not a huge factor in the final win.

What have I said that isn't true? Here's a few examples, Italy in 2006 didn't have a hope in hell winning yet they did. The squad gelled and they did it.
Brazil were struggling to qualify for 2002 WC and the squad clicked at the right time and they won it.
4 years earlier, it was either Brazil or Netherlands that were a shoe in to win. France were never in contention. Squad clicked and they had a very lucky draw.
As brilliant as Spains squad was in 2010, they struggled to score and simply dominated possession.
Reality is that there is a lot of luck involved. Luck with the tournament draw, luck with injuries, luck with squad clicking at the right time and sometimes lucky decisions.
